Retired 3M electrical engineer Bob Nepper, 82, has a garage in his North St. Paul, Minnesota home filled with devices and tools he has designed and built over the years. Much of his work has been focused on water pasteurization. Behind him at right are Solar Pasteurizer panels that he has made. They proved too expensive to manufacture so several prototypes sit in storage.
